He was born in Sivas in 1965. He completed his primary and secondary education in Sivas, Germany and İzmir. He graduated from Ege University Faculty of Medicine in 1991. He took part in the founding of Yüzüncü Yıl University, Faculty of Education, Music Department and Van Turkish Music Association. In 1998, he received the title and authority of PhD in Pharmacology and Toxicology, and in the same year, he was appointed as Assistant Professor to the Department of Pharmacology, Faculty of Medicine, Yüzüncü Yıl University. In 2008, he was appointed as the Deputy General Manager of Pharmaceuticals and Pharmacy at the Ministry of Health. He received the title of Associate Professor in the field of Medical Pharmacology in 2011. In 2012, he was appointed as the Deputy Chairman of the Turkish Medicines and Medical Devices Agency of the Ministry of Health. In the same year, he transferred to Istanbul Medipol University Faculty of Medicine, Department of Pharmacology as a faculty member. He was appointed as the Director of Istanbul Medipol University Health Services Vocational School and contributed to its establishment. In 2014, he was appointed as the Deputy Dean of the Faculty of Fine Arts, where he took part in the establishment of the Turkish Music Department. Between 2015-2020, he was appointed as a Medical Pharmacology Member of the Fifth Forensic Medicine Specialization Board of the Forensic Medicine Institute. Özbek, who has studies in the fields of Pharmacology, Biostatistics and Turkish Music Theory, was appointed as a Professor in the field of Medical Pharmacology in 2016. Özbek transferred to İzmir Bakırçay University in October 2020, where he works as the Dean of the Faculty of Medicine.
He started his music education with the mandolin at the age of 11. Later, he worked on baglama and plectrum tanbur instruments. His articles in the field of music have been published in various magazines. His book titled Main Scale in Turkish Music was published by Pan Publishing in 2014 and 2017, his book Rhythmic Reading with Turkish Music Methods was published by Dahi Publishing in 2017 and Istanbul Medipol University in 2018. His album Bir Başka Hazan, consisting of 16 instrumental pieces he composed, was published on the internet. His books Turkish Music Method Knowledge and Turkish Music Form Knowledge were published by SAGE Publishing in 2020 and by IZGE Publishing in 2022. In 2022, he received his doctorate in Turkish Religious Music from Marmara University Social Sciences Institute.
He was born in Izmir. He completed his primary, secondary and high school education in İzmir. He worked with İzmir TRT artists and Ege University faculty members Nursal Ünsal Birtek, Sami Büyüköztekir and Akın Özkan. He received his first law education from TRT Izmir Radio's law artist Mehmet Dönmez. In 2002, he won the ITU Turkish Music State Conservatory Composition Department. Upon the invitation he received from Sweden, he went to Stockholm to work on the instrument and Turkish music and stayed there for two years. Then he returned home and continued his education with Prof. Dr. Selahattin İçli, Prof. Dr. Alaeddin Yavaşça, Dr. Nail Yavuzoğlu, Lecturer Kamil Özler, Artist Lecturer Feridun Öney, Artist Lecturer Ali Eral, Assistant Professor Nurlu Eral, Lecturer Ayhan Gunca, Lecturer Mehru Ensari, and graduated from the composition department in 2010. He completed his military service in 2010. In 2011, he completed his master's program with thesis under the supervision of Artist Lecturer Feridun Öney from Haliç University Social Sciences Institute Turkish Music Department. She gave law lessons as a contracted lecturer at Haliç University in 2011. In 2015, he graduated from the Proficiency in Art program at Haliç University, Institute of Social Sciences, Department of Turkish Music, under the supervision of Prof. Erol Deran. In 2016, he was appointed as Assist. Prof. Dr. to the Department of Turkish Music, Faculty of Art, Design and Architecture, Düzce University. In 2018, he left Düzce University and moved to Istanbul Medipol University, Faculty of Fine Arts, Design and Architecture, Department of Music, Department of Turkish Music, as Assoc. Prof. Dr. and head of the department. Assoc. Prof. Dr. Volkan Gidiş continues to work on composition as well as performing the law.
